Subnational Regions as Actors in Cooperation with Latin American Countries (on the Example of the Tyumen Region at the Present Stage)

International practice indicates the increasing role of the regional dimension in the foreign policy of states, where sub-national entities strive to defend the interests of their regions in cross-border interaction. In the context of the shift towards the global East and South in the nationwide Russian and, derivatively, regional international cooperation, cooperation between domestic regions and Latin American countries may hold great promise. The Tyumen Oblast has significant internal potential for this, capable of resonating in Latin America. This article examines the specifics of the international activities of the Tyumen Oblast from 2022 to 2024, and also proposes directions for the development of international activities in the context of the global trend of shifting the center of world dynamics from the West to Latin American countries. Greater Siberia, represented by the Tyumen Oblast, is an ideal platform for reorienting the Russian economy and foreign policy focus towards the global East and South. By applying historical methods, the international relations of the Tyumen Oblast are analyzed at the present stage, covering the period from 2022 to 2024. The source study stage of the research was predominantly conducted in archives, allowing access to strategic documents, normative legal acts related to the topic under development. Sources from the archive of the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Oblast, the Tyumen Regional Duma, and personal archives of interviewed experts helped in studying.   The methods used in the work allow for drawing a conclusion about the applicability of actor theory and the theory of interconnectedness of foreign and domestic policy by J. Rosenau. Actor theory recognizes many non-state participants in international relations, including domestic regions, which can be said to be capable of international activity and contribute to the formation of the contours of the global system, where contacts between different actors are carried out in a new way. The theory of the connection between domestic and foreign policy gives us ideas about the interrelationship between the domestic political life of society and international relations, about the role of social, economic (strategic), and cultural factors in explaining the international behavior of governments, and about "external" sources that can have purely "internal" events and foundations.
